Terry Hawkins (counsel) and Chris Gander (financial adviser) were present to answer technical questions. Council members asked when the roofs were last replaced (staff estimated roughly 2012) and confirmed the borrowing documents and a standard sales‑tax agreement were the items for approval. The motion to approve passed on a unanimous roll‑call vote recorded as Yes from Kathy Griffith, Sid Porter, Melissa Hunt, Louis Williams, Rob Clark and Mark Ham.
Companion item: The More Public Works Authority later adopted a companion resolution authorizing the same loan instruments and related documents to secure the promissory note and pledge utility and sales tax revenues; that item was approved by the authority as part of the council’s recess and reconvening process.
