Ryan Nunn explained the text amendment is primarily a cleanup to remove duplicate definitions and to clarify that accessory commercial uses—such as the cafe inside the city library after its 2018 renovation—are permitted in public buildings without rezoning. Planning Commission recommended the change after staff identified the library’s new cafe would otherwise lack an explicit permitted-use path because the library sits in a residential‑civic center zone.
Council noted that sales taxes from any vendor would still flow to the city. The ordinance passed on a 5–0 roll‑call vote.
