Joey Thurgood, home‑visiting director with Prevent Child Abuse Utah, described prevention as "protection, prevention and partnership," told the council that prevention works best at the local level, and explained community activities including an April 10 wear‑blue day and a pinwheel garden to symbolize childhood innocence. Thurgood said the proclamation is symbolic, not a change in policy, but serves to formalize the city’s commitment to family-strengthening efforts.
Councilmember Watson moved to adopt the proclamation and amended the motion to continue the recognition every April; Carney seconded. The council then approved the proclamation by roll call vote 5–0. Thurgood urged public participation and suggested placing pinwheel gardens near public buildings.
Councilmembers also asked staff to coordinate event promotion and consider ways the city can assist with community outreach during the month.
