Fort Atkinson council adopts 'Less Mow' May exemption, multiple zoning changes, sign-rule updates and several licenses

At its April 9 meeting, the Fort Atkinson City Council approved a package of land-use and regulatory actions ranging from a temporary grass-height exemption to zoning changes and licensing approvals.
Temporary grass-height exemption: Staff presented a resolution to temporarily exempt section 102-121 (8-inch grass maximum) from May 1–31, 2026, for specified city-owned and rear residential properties to promote pollinator habitat. City Manager Houseman said the measure is intended to "facilitate the promotion and education of habitat necessary for the successful emergence and survival of pollinators in May." The council adopted the resolution by voice vote.
Zoning changes and PUD overlay: The council approved a zoning map amendment for parcels on Meta Lane, changing the designation from Suburban Mixed Use to Multifamily Residential 12 to allow a proposed Premier Real Estate project (six buildings with 12 units each). Director Drager said plan commission had reviewed and recommended the change and that staff had not received negative input. The council suspended rules, waived the third reading, and adopted the ordinance following roll-call votes.
Separately, the council adopted a zoning map amendment for 23 North Water Street to add a Planned Unit Development overlay to downtown historic mixed use. Drager said the project includes demolition of a dilapidated structure and future site-plan review steps; the zoning change clears the way for the project to proceed to implementation stages.
Sign-review ordinance amendments: Council approved amendments to Chapter 15 that shift many standard sign reviews from plan commission to staff review to streamline business permitting while preserving special-area and electronic-message-board review with plan commission for downtown historic areas.
Clement Business Park covenants: The council adopted a resolution amending the Clement Business Park covenants to align facade-material and other covenant requirements with current city zoning, with staff noting the change is intended to reduce construction costs that had deterred prospective businesses.
Contracts and projects: Council approved an $18,400 contract with Carico Aquatic Resources to provide water-management services at the Fort Atkinson Aquatic Center for the 2026 season. Council also approved a capital project to replace the police department boiler system (cost not to exceed $98,600) and authorized a $14,000 contract with MRA to develop a performance-management program to support the city's new merit pay plan.
Licenses: The council approved several alcohol- and tobacco-related licenses, including KN&S Restaurants LLC (class B on-premises intoxicating liquor and fermented malt beverage licenses for 88–96 South Main Street), a class C wine license for Chroma Art Studio LLC at 112 North Main Street, and multiple class A licenses and a tobacco/e-vaping retail license for Tipsy Trail Liquors at 313 Madison Avenue. Licenses were approved contingent on payment of fees.
Votes and next steps: Most items passed by voice vote or unanimous roll call; several zoning and ordinance changes were approved after council suspended the rules and waived a third reading. Staff will follow up on implementation steps, required plan-review items, and notification of property owners for covenant amendments.
Council President Jacel closed the items with the council carrying motions on each proposal as presented.
