Beatrice council approves airport navigational upgrades and additional testing fees for taxiway project

Bids ranged about $670,000 to $945,000; the engineer's estimate was $883,000. The project is expected to be funded primarily by federal dollars (roughly a 95-5 split), leaving the city responsible for an estimated 3% of the cost (approximately $20,000to$33,000 depending on final bid).
Separately, council approved Amendment No. 4 to the Alfred Benesch and Company agreement to add supplemental construction and special material testing during construction of Taxiway C and apron. Benesch's additional fees totaled $62,539; the contractor incurred liquidated damages of $154,750, which will reduce the contractor's payment. Council members framed liquidated damages as a mechanism to offset additional consultant and city costs tied to project delays. Both actions passed 7-0.
Next steps: staff will await FAA concurrence and proceed with contract execution and project scheduling; construction management and oversight contracting will follow as separate procurements.
