Hoover wins $1 million ALDOT TAP grant for Lockhaven Park trail; city to provide $200,000 match

Hoover staff told the council the city was awarded a $1 million Transportation Alternatives Program (TAP) grant from the Alabama Department of Transportation, administered through the metropolitan planning organization, to build roughly 3,500 feet of walking trail at Lockhaven Park.
"We're going to be doing about 3,500 ft, give or take, of walking trail," Ms. Rosemary told the council, adding the project will include creek crossings and ADA-compliant crosswalks where the trail crosses streets. She said the award is $1,000,000 with a $200,000 city match.
Staff explained the $200,000 will be funded by transfers from closed or completed projects (sidewalk and traffic-signal projects) and that council will consider budget transfers at a future meeting. Ms. Rosemary said the project will improve neighborhood connectivity and pedestrian safety.
What happens next: staff said transfers will be proposed at the next meeting to fund the match and that grant-administration steps with ALDOT and the MPO will follow.
