The Hacienda La Puente Unified School District board conducted interviews and appointed two people to the Measure BB Citizens Bond Oversight Committee (CBOC) during the Feb. 27 meeting.
Candidates Raji Wenat Raman and Banisa Vanda each gave one-minute opening statements and answered questions about their understanding of CBOC responsibilities and prior experience. Raji Wenat Raman described a 27-year residence in the community and an analytical background in data and auditing at Kaiser Permanente, including Lean Six Sigma training. Banisa Vanda described herself as a district product who attended local schools and has experience in legislative advocacy at university level.
After trustees asked whether applicants understood the CBOC's role (review expenditures, report findings, ensure bond funds are spent on ballot-authorized projects), the board voted to appoint both candidates as "member at large" for the committee. The Measure BB bond (passed in 2016) was described by staff as a $148 million authorization; the CBOC provides annual oversight of bond expenditures.
Why it matters
The oversight committee is the independent review body meant to ensure that bond funds are spent according to voter-approved measures; adding members restores quorum and broadens community representation on the CBOC. Trustees discussed candidate qualifications (audit and data experience, community ties) before voting.
