The Broomfield City Council voted 8 to 0 at a special meeting to enter an executive session to receive legal advice and provide instructions to negotiators concerning the Broomfield Town Square development and a developer request tied to a three‑year site‑development plan deadline.
City and County Attorney Rogers told the council the city had "requested to go into executive session for legal advice and instruction and negotiators," noting those are lawful bases for a closed meeting under Colorado statute. The clerk read a motion that the council "break into an executive session for the purpose of obtaining legal counsel and providing instructions to negotiators regarding Broomfield Town Square as permitted by CRS statute 24‑6‑402‑4(b) and (e)." The motion requires two‑thirds approval of council members present; Councilmember Ward moved and Councilmember Henkel seconded the motion.
Before the vote, two residents spoke during the public comment period. Roxy Jul Lacour urged the council to "clean up Broomfield," said the issue "does not come soon enough for me," and referenced the zoning ordinance, telling the council she hoped to hear "more good news than bad." Jesse Applegate of Country Estates expressed concern about a closed meeting and asked whether the discussion would be confidential; the Mayor and City and County Attorney Rogers replied that executive sessions are for counsel and negotiators, that "no decisions are ever made in an executive session," and that any formal decisions would occur in a public meeting.
After electronic voting, the clerk reported the motion passed 8 to 0. The Mayor announced the council had added a Broomfield Town Square update to the April 21, 2026 study session agenda; that meeting will include a staff presentation, a presentation from the development team, and the Mayor said she plans to allow public comment on the item.
Council convened immediately afterward to the conference room for the executive session and, according to the Mayor, will adjourn when the closed session concludes. The April 21 study session is the next scheduled public opportunity for the community to hear staff and developer presentations and to speak on the Town Square item.
