Committee forwards $2.15 million low bid and $176,300 transfer for South 320th preservation project

Jeff Han, civil engineer for the City of Federal Way, told the committee the South 320th preservation project will overlay pavement from 1st Avenue South to Pacific Highway South, upgrade curbs to ADA standards and accommodate utility adjustments. Six bids opened March 30; the lowest responsive bidder is M's Resources with a bid of $2,147,789.19.
Han explained the total estimated expenditure for the project is $2,762,568, which includes in‑house design, construction cost estimates, contingency and construction management and inspection. Available funding totals $3,176,300 and is comprised of NHS grants, PSRC grants, local sales tax and a proposed transfer from the 102 fund to match PSRC grants.
Staff recommended awarding the contract to M's Resources, approving a contingency of $214,779 (10%) for a maximum contract amount of $2,362,568, and authorizing a $176,300 transfer from Fund 102 to the project. Han said typical staging will keep one travel lane open in each direction during curb and sidewalk work and that the contract allows 70 working days, with work tentatively starting in June 2026 and finishing by Oct. 31, 2026, weather permitting.
Council moved and seconded forwarding the award and transfer to the April 21 consent agenda; the motion passed by unanimous voice vote.
Next steps: the contract award and transfer will be considered by the full council on April 21.
