Measure S oversight report: audit clean, funds allocated; council approves pool scoreboard installation

The Measure S oversight committee presented its FY 2024–25 annual report and verified that the city’s independent audit showed no qualifications. The committee reviewed revenue and expenditures across fire, police, streets, pool and public works, confirmed budget-to-actual tracking and reported a remaining Measure S fund balance of roughly $400,000 as of June 30, 2025, with five-year projections that assume planned spending for capital items.

The committee chair, Dana Reno, and finance staff walked the council through how Measure S revenues are tracked, the audited expenditures (totaling about $3.16 million in the prior fiscal year) and capital set-asides for equipment replacement and future purchases (for example SCBA and apparatus reserves for the fire district). The chair and staff noted the committee’s role in reviewing budgets, verifying spending against audit results and recommending priorities.

Separately, the council approved a request to accept a donated Colorado timing scoreboard and video display for the Fred Ender Municipal Pool. The Crescent City Swim Club and community partners raised about $65,000 toward purchase; staff estimated installation costs near $17,000 and recommended using unspent Measure S pool roof funds to cover that installation so there would be no increase to the Measure S budget.

Recreation staff said the scoreboard will support local swim meets, youth programming, and community events such as movie nights; the council approved the agreement and Measure S expenditure on a unanimous vote.
