Council authorizes application for Prohousing Incentive Program for downtown housing project
Summary
Council approved a resolution authorizing an application for Prohousing Incentive Program funds to supplement existing PLHA funds for a proposed downtown mixed-use housing project (conversion of the old Dailies building) that would add roughly 36 units.
Council authorized staff to apply for Prohousing Incentive Program (PIP) funding to support the Redwood downtown redevelopment — a proposed conversion of the former Dailies building into a mixed-use project with commercial space and roughly 36 residential units.
Staff told council the project is one of several catalytic downtown efforts being coordinated with the downtown specific plan. The city already has PLHA and other local funds committed; the PIP request would supplement existing awards and help the developer make the project more viable and compatible with the city’s downtown corridor objectives.
The city manager and the project representative described design revisions to enhance ground-floor commercial viability, community space and HVAC upgrades to support future tenants. Council approved resolution 2026-18 authorizing the city to apply for and receive PIP funds and directed staff to return with any award and necessary agreements.
The motion passed on a unanimous roll call; staff said final funding and project approval would follow standard grant and development-review processes.
