Crescent City’s council voted unanimously to direct staff to prepare and submit a 2025 Community Development Block Grant (CDBG) application to fund the Family Resource Center (FRC) food pantry with $300,000 in public-service funding.
At the public hearing, the city’s CDBG specialist described limited eligibility this round (public service or planning projects only) and outreach that produced two applicants plus 36 responses to a community survey. The FRC’s food-bank director said the pantry provides flexible, choice-based food assistance and reported more than 7,000 unduplicated individuals used the food bank in the previous year.
“We saw over 7,000 individuals use our service at least once,” FRC Director Marina McNeel told council, noting the pantry tracks unduplicated counts and that prior CDBG funds were used to meet federal reporting requirements. Staff confirmed FRC has spent enough of its prior allocation to be eligible for a new award.
Council adopted resolution 2026-17, authorized the city manager to execute the grant agreement and related documents, and instructed staff to prepare and submit the application. The motion passed on a unanimous roll call.
Staff noted that CDBG awards for infrastructure and planning will be limited in the coming years and that the city must manage overlapping project timelines and grant spending thresholds (50% spend-down rules) when applying for new rounds.
