Johnson County commissioners approve fire district boundary change, event permits and park contracts

The Johnson County Board of Commissioners on March 9 approved a series of routine and project-specific items, including an ordinance to move land into the Franklin city fire department’s service area for a proposed Arbor Holmes residential development and several county contracts and event permits.
An attorney for the petitioner, Eron Prime of the Van Bader Law Firm, told commissioners Arbor Holmes plans to develop land west of I-65 and south of the Armory on Umbar Lane and asked the board to move the parcel out of the Needm Fire Protection District and into Franklin’s service area. A commissioner moved to approve Ordinance 2026-0-3; after a second the motion carried on a voice vote, with no roll-call tally provided.
The board also approved a request from Firefly Children and Family Alliance to place a banner and yard signs on the courthouse lawn April 6–24, 2026. Linda Reese Miller, Firefly’s director who joined by Zoom, said the display would mirror last year’s effort and that “we will not be placing pin wheels.” The permit passed on a motion and voice vote.
On administrative matters the board approved the usual Drug-free Johnson County grant agreements and multiple consent items, including annual clerk contracts and minutes from Jan. 23 and Feb. 23, 2026.
Information technology staff presented a new web-services agreement to replace the county’s previous vendor to improve ADA compliance. Jeff West, the county’s IT GIS administrator, said the proposed vendor is expected to reduce costs; commissioners approved the contract by voice vote.
For county parks, the board awarded a re-roofing contract for the Johnson County Park arena to Denko Roofing Services with a base bid of $147,500. The board also approved an interior painting contract for the arena to Connor Fine Painting; staff said a change in the surface-preparation method reduced the recommended base price to roughly $96,420. Both awards were approved on motions and voice votes.
Other routine approvals included permitting the Johnson County Museum to host a countywide reading of the Declaration of Independence at 6 p.m. on July 8 as part of America’s 250th events, and setting April 13, 2026, as the bid opening date for the county’s 2026 mill-and-overlay road project.
Items tabled for further discussion included an out-of-state travel request from the animal shelter for a June 1–2 conference in Bloomington, Illinois, and a request to attend the 2026 911 Director Summit; commissioners asked staff to revisit travel policy parameters before approving those trips.
The meeting also included routine proclamations and appointments. The board proclaimed March 15–21, 2026 as Surveyors Week following a presentation by Johnson County Surveyor Greg Canwell, and unanimously appointed Kenneth Marshall to the Johnson County Public Library Board.
What happens next: Several approvals were voice votes without a roll-call tally recorded in the meeting minutes; items tabled for travel policy will return for further consideration at a future meeting.
