Belmont council approves application to use $1.26M in state funds for peninsula sewer design

Jonathan Wilson, Belmont’s public works director, briefed council on the Peninsula Sewer Design update and related costs, describing a technical memorandum confirming that existing 8- and 10-inch force mains on the peninsula are undersized and recommending one or more 20-inch force mains in the alignment as a long-term solution.
Wilson said the initial design scope and survey work had previously been approved for $215,000 and that the full design now proposed would require an additional $1,260,000. "The state has appropriated $10 million to the city of Belmont. And so, what we're asking for tonight is the approval to go to DEQ to ask permission to spend $1,260,000 towards this project," he said, asking council to authorize the application to the Division of Water Infrastructure.
Council voted unanimously to authorize staff to apply to the North Carolina Department of Environmental Quality’s Division of Water Infrastructure to utilize $1,260,000 from the city's state allocation for the peninsula sewer design. The vote will allow staff to execute the design contract if DEQ approves the use of the funds.
Why it matters: Peninsula upgrades are intended to address undersized mains and reduce pressure on manifolded lift stations that route flow toward the Belmont plant. Wilson and consulting engineer Chuck Willis noted that right-of-way acquisitions and final construction alignment remain part of the design phase and will be refined as the project advances.
Next steps: Staff will submit the formal DEQ request, and if approved will execute the engineering design contract and proceed with right-of-way evaluation, permitting and further cost estimating.
