Planning commission recommends rezoning of two vacant parcels near West 12th and South K Street

The Indianola Planning and Zoning Commission unanimously voted May 12 to recommend that the City Council rezone two adjoining vacant parcels at West 12th Avenue and South K Street from A-1 (agricultural/open space) to R-1 (single-family residential).
Staff told commissioners the two parcels total about 10.24 acres (one parcel 5.61 acres, the other 4.63 acres) and are currently zoned A-1, which the staff said requires a minimum of 15 acres to build a house under the town’s current zoning ordinance. The applicant, represented by realtor Devin Prendergast, asked for the rezoning so the buyer could build a single-family dwelling on the south parcel. Staff recommended approval, saying the town’s comprehensive plan designates the area as "low-density residential," which staff described as roughly 2–5 dwelling units per acre.
A prospective buyer, Kellen Glover, identified himself during public comment and said he and his family plan to "build our forever home" on the red-boxed area and leave most of the acreage undeveloped. "We're just looking for a property that my family can grow, my kids can live on," Glover said.
A commissioner asked how long the 15-acre minimum had been a requirement; staff replied that the threshold has been in the zoning ordinance since a 2020 update and said the town is considering a separate code amendment to reduce the minimum to 10 acres at a future date. Staff also confirmed that adjacent property owners were mailed notice on April 22, 2026, and that the required rezoning signs were placed on South K Street and West 12th Avenue by the deadline.
After discussion, a commissioner moved that the commission recommend the rezoning to the City Council; the motion was seconded and passed by roll-call vote. The clerk called the names Richie, Harris, Boardman, Stecker and Nate, and each recorded "Yes." Staff said the item will appear on the City Council agenda on May 18, 2026.
The commission took no formal action beyond the recommendation; the City Council will make the final decision at its May 18 meeting.
