City administration said the total estimate of CDBG funds is $63,360 and outlined the proposed distribution: $55,100 for Shady Side Park improvements; $1,564 to the Macomb County warming center; $1,000 to Wix for Kids of Michigan; and $360 to Interfaith Volunteer Caregivers. Administration noted the funds must be spent by Dec. 31, 2018.
During discussion Commissioner Mener said he would vote against allocating the money to Shady Side Park, arguing the city’s infrastructure needs (water mains, valve replacements and other system repairs) merit priority and that the CDBG amount is a small contribution compared with the city’s larger infrastructure funding needs. "I believe we should treat all areas of the city the same," Mener said, adding that he preferred funds be spent on infrastructure.
Supporters of the allocation said the Shady Side improvements would produce visible benefits for residents and supports ongoing park planning. Administration explained that the county will administer a separate minor home repair program that the city will fund; the city’s contribution supports small repairs and senior chore programs.
The motion to approve the recommended allocation passed on roll call with Commissioner Mener voting no and all other commissioners voting yes.
Next steps: Administration will work with the Community Development Department and Macomb County to implement the allocations and ensure expenditures meet CDBG timelines.
