Senator Kolb seeks study of license-plate replacement cycle and printing-on-demand options

Senator Kolb asked the committee to examine eliminating or changing Wyoming's vehicle license-plate replacement cycle and to study printing-on-demand technology and centralized numbering methods.
"It's a big deal with people for this whole topic," Kolb said, noting unresolved questions about how to handle plate-number series and resident preferences for plate designs. He argued modernizing the system could be cost-saving and reduce waste from recycling still-serviceable plates.
Deputy Director Taylor Rosetti and other WYDOT witnesses said the agency has done groundwork and that printing-on-demand is technically feasible; they urged careful consideration of implementation timing because plate production cycles and county numbering systems create operational challenges.
Public commenters, including a representative of the Wyoming Trucking Association, spoke to related registration and safety topics but offered no formal opposition to a study. The committee agreed the subject merits an interim review and asked WYDOT to provide more detail to inform legislative options.
