Senate approves surcharge to boost peace officers' annuity fund amid debate over funding method

The Senate passed a measure to dedicate a portion of a newly defined public-safety search charge to the Peace Officers Annuity and Benefit (POAB) Fund, a member-owned retirement account for post-certified peace officers, jailers and 911 dispatchers.
Senator Robertson (29th), the bill sponsor, emphasized that the POAB is "not funded by the state of Georgia" and described the proposed change as a way to stabilize monthly benefits for officers who face elevated occupational stress and risks. "This plan is not funded by the state of Georgia," he told colleagues, adding that the fund is maintained by member premiums and fees and that the surcharge will provide supplemental support.
The proposal prompted vigorous floor debate. Opponents, including several senators, argued that pensions for public safety personnel are a state budget priority and should be funded through the general appropriations process rather than through a consumption-linked surcharge applied to telecommunication/911 charges. Analysts and senators noted the technical effect on consumer phone bills if the surcharge were applied to existing 911-fee structures; the adopted substitute reworked collection language before passage.
After extended discussion the bill passed by recorded vote, 49 yeas and 4 nays. Sponsors said the fund's benefit increases will be handled by the fiduciary board and that implementation would involve remittance and administrative steps to ensure collected search charges are directed to the POAB account.
