Council members reviewed a Management and Budget Department memo in the meeting packet that claimed the council's recommended salary for a proposed Direct Care and Treatment chief executive could have a significant and negative effect on recruitment.
Thomas raised the memo and asked whether the council should correct or reconsider its recommendation if the memo identified substantive errors. He summarized the memo's comparison between an existing DHS health-care CEO salary and the council's recommendation: the memo cited a DHS CEO salary of $261,000 and contrasted it with the council's recommended DCT CEO salary of $194,000 for July 1, 2025.
Michelle Urick, Legislative Coordinating Commission staff, responded that the Direct Care and Treatment CEO position "does not yet exist" and, if created, would take effect July 1, 2025; she said the current DHS CEO role is not identical to the planned DCT position, and that difference informed the council's assessment of comparability.
Members, including James Robbins and Amanda Mills, said the late arrival of MMB recommendations and the compressed schedule limited their ability to evaluate agency responsibilities and set equitable salaries across many positions; they urged timeline reforms so future cycles allow time to gather agency-level data and make informed comparisons.
The council did not reverse the recommendations on the record at this meeting. Staff was directed to incorporate edits and circulate a revised draft for final review before submission to the chair and vice chair.
The meeting then moved to finalize housekeeping motions and adjourn.
