Oversight committee members and staff reported civil/site plans and architectural unit plans have been submitted and reviewed; structural analysis for foundations and shower/toilet facility plans remain pending. Staff said they issued a director’s decision under the state emergency‑shelter statute confirming that the project meets statutory criteria, but building permits and some grading/utility approvals must be completed before major construction begins.
Project lead representatives told staff materials are staged and conversion of at least one ConX container is underway, and they anticipate field work beginning once permits are in hand. Staff and the project lead expect to continue work toward an early June activation, contingent on completing the remaining permit and inspection steps.
Council asked staff and the project lead to provide regular updates; staff said a February update would be circulated and the next progress report is due March 7.
