Cape Canaveral approves yearlong monitoring study with Florida Institute of Technology to track launch impacts

The City of Cape Canaveral Council on April 15 approved an agreement with the Florida Institute of Technology to begin a yearlong monitoring program of rocket launches and their effects on the built environment. Council Member Jackson moved the measure; Council Member Willis seconded and the motion passed unanimously.
Council members and residents said they want baseline data on vibration, sound and air quality as launch frequency and vehicle size rise. Resident Lillian Meyers told the council she lives in a waterfront condominium and has seen ceiling cracks she attributes to launches: "the window rattling has gotten to be worse and the crack in my ceiling has appeared," she said, arguing the city needs evidence to pursue any claims. Zach, the staff presenter, described the technical scope: FIT will deploy accelerometers, seismographs and air‑quality instrumentation at a mix of public facilities and private properties (with written consent), run continuous monitoring, and perform a literature review of similar studies done elsewhere.
Zach said the sensors would be spaced geographically across the city to compare north‑end and south‑end impacts, and that the research will run 24/7 for at least a year with reports provided to the city and made public. He cited recent launch counts and federal environmental notices: "last year there were 93 launches from Kennedy Space Center or Cape Canaveral Space Force Station; this year it will be upwards of 120," he said, and noted the FAA issued a draft assessment describing up to 120 Falcon 9 launches annually from LC‑40. Council members also discussed the possibility of Starship and New Glenn flights and the large sonic events those vehicles could create.
During discussion Mayor Pro Tem Tim Kellum and others asked about practical recourse if the study finds damage or harmful impacts. Council members and staff acknowledged that pursuing reimbursement or claims against a launch operator can be complicated but said objective, timestamped data would strengthen any future claims and improve the city’s ability to seek remedies or mitigation. Zach and staff also noted FIT's proposal was substantially less expensive than hiring a private engineering firm, and the city indicated the data would be published in FIT’s reports and shared with residents.
The council recorded that the study would run roughly one year, that FIT would begin instrumenting sites soon (staff cited a projected start date in late May), and that the city will pursue diverse sensor siting (city hall, water reclamation facility, community center and consenting private properties). The motion carried unanimously, authorizing the agreement as described.
Next steps: staff will finalize the agreement with FIT, coordinate property access and consents for private installations, and return to council or a workshop with any follow‑up budget or legal clarifications as requested.
