Grants Pass City Council voted unanimously to annex a 7.3‑acre, 30‑lot subdivision known as Highland Estates into city limits, approving both first and second readings of the ordinance.
City staff told the council the subdivision’s infrastructure is largely complete, that the project was approved by the Urban Area Planning Commission in 2022, and that annexation is a condition of final plat approval. The annexation will add portions of Highland Loop (a county road) to the city (the proposal annexes to the road centerline in places) and bring five lots that sit south of Highland Loop into city jurisdiction.
Staff said the project meets code criteria for annexation: it lies inside the urban growth boundary, is developed consistent with city standards, aligns with the comprehensive plan, and has capacity for services (water, sewer, stormwater, police and fire review already completed). If the council’s approval stands, staff will complete legal descriptions and file with the state; the administrative process generally takes about 60 days after council action.
The ordinance motion passed unanimously on both readings.
