The Monrovia Unified Board on Feb. 26 selected Dixon & Associates to manage Measure MM bond projects and approved several facilities-related items intended to advance Measure MM implementation.
Selection of project manager: After presentations and Q&A from two finalists (Dixon & Associates and Telu), the board voted to select Dixon & Associates as the Measure MM project-management company. Vendor representatives answered detailed questions about project prioritization, safety measures during construction, financial tracking (use of Accountability software and account-code alignment), and fee structures; vendors described typical staffing‑plan-based fees and said initial-year program-management contracts can be in the low hundreds of thousands of dollars depending on staffing. The board requested transparency commitments, including weekly written "Friday reports" and monthly public board updates; Dixon’s representative said the firm provides regular written activity reports and monthly board-level presentations.
Fencing at Plymouth Elementary: The board considered three PBK‑Architects fencing options for the front of Plymouth Elementary. Parents and site stakeholders urged Option 2, which keeps building frontage available for pickup while improving perimeter protection. Board members debated sight lines, egress for the cafeteria (a wall of windows), and single‑point‑of‑entry tradeoffs. The board approved Option 3 by recorded vote (Board member votes: Lockerby — yes; Travante — yes; Okon — yes; Gomez Tagle — yes; Hammond — no), which the board president described as a difficult but considered choice emphasizing safety features.
Other approvals: The board unanimously approved a contract with Instructure for a Parchment subscription to streamline transcript and records requests (term Feb. 27, 2025–Feb. 27, 2028); approved an overnight field trip for Monrovia High track to San Diego (March 28–29, 2025); and approved a districtwide UPS replacement contract contingent on E‑Rate approval.
What happens next: the selected project manager will be contracted and asked to provide program‑level budgeting and accountability tools; staff and the vendor will work on project sequencing, transparency reports and the detailed scope and fee schedules to be brought back in contract form for ratification.
