County enters negotiation with top-ranked firm for jail project; public hearing set for Garden City Co-op tax abatement

County staff updated commissioners on two planning matters: the construction-manager-at-risk (CMAR) selection for the Finney County jail and the scheduled public hearing on a Garden City Co-op tax-abatement request.
The county administrator said the selection committee interviewed four shortlisted firms—Crossland Construction, Hutton Construction, KBS Constructors and McGough/Macau Gordon Construction—and completed scoring under the RFQ process. Staff will enter negotiations with the top-ranked firm to finalize terms for pre-construction services and guaranteed maximum price (GMP) development, then return a formal recommendation to the board for approval.
Appraiser Darwin Martwick said the Garden City Co-op Hulcom project (ground broken Dec. 2022; completed fall 2025) had been tentatively approved for a 60% tax abatement for up to 10 years. A public hearing on the abatement is scheduled for March 16, 2026, at 8:45 a.m.; if approved locally staff will prepare materials for submission to the Kansas Board of Tax Appeals.
Next steps: staff will continue negotiations with the top-ranked CMAR and bring a formal contract recommendation to the board; the tax-abatement hearing will proceed on March 16 with public notice as required.
