The Monrovia Unified School District board on Sept. 24 approved multiple consent and action items, adopted resolutions to pursue state facility funding and project eligibility, and accepted updates on Measure MM modernization planning.
After routine roll-call votes, trustees approved minutes and the consent calendar. The board then approved a contract allowing Clifton Middle School to participate in the Safe School Ambassadors two-day training program, and approved an overnight field trip for Monrovia High cross country on Oct. 9–10, 2025.
The board approved a provider participation agreement with the California Department of Health Care Services that allows the district to seek reimbursement under the Children and Youth Behavioral Health Initiative (CYBHI) fee-schedule program and approved a data-use agreement with Caroline Behavioral Health, the DHCS-selected third-party administrator, noting FERPA and HIPAA compliance.
Consultants from Dixon & Associates presented Measure MM modernization recommendations, state eligibility analyses and a proposed budget framework for priority elementary and middle school projects. The board adopted a set of resolutions (252610–252613) confirming intent to pursue state modernization funds, acknowledging application submissions and authorizing necessary filings to preserve eligibility for future state funding.
Trustees also approved staff requests to hire or create two certificated executive director positions to focus on college and career readiness and curriculum/instruction, and approved an audiovisual upgrade for the boardroom to improve in-person and remote access. A public hearing on Proposition 28 arts and music funding and a sufficiency-of-textbooks public hearing were held; trustees requested more fiscal detail on the Prop. 28 report and staff agreed to provide school-level allocations in future presentations.
Votes: Most motions were passed by unanimous roll call as recorded in the meeting (typically recorded as 4–0 with one trustee absent). Resolutions to pursue state funding were adopted to ensure the district's place on state lists when funding becomes available.
What’s next: Staff will return with architect contracts for priority Measure MM projects and will prepare filings as required by the State Allocation Board to preserve eligibility; staff also agreed to provide more detailed fiscal breakdowns for Proposition 28 reporting in future board packets.
