Secretary Kelly presented a substitute to House Bill 1324 intended to clarify language relating to suppressors and silencers and to prevent the unintended removal of criminal provisions from related statutes. "We have clarified that. We are not striking at language anymore and we are cleaning up some language as it relates to where the definition of bulletproof vest is and that. It makes clear that those are still all uh crimes should you commit them with a silencer or a suppressor," Kelly said.
Committee members heard the explanation and voted to approve the substitute by voice vote. The committee then placed the bill on the calendar under modified structure for further consideration.
