Rules panel approves committee substitute to permitting bill, cites local-guardrail language

Secretary Kelly presented the committee substitute to House Bill 812 and described clarifying language beginning on a specified line that would preserve certain controls for local governments and legislative delegations in the permitting process. “It will add some clarification language beginning on one on lines 168. Uh that would put some uh uh guard rail still in place for our uh local governments and our local legislative delegations as it relates to uh the permitting process,” Kelly said.
A committee member asked whether the Georgia Municipal Association (GMA) and Association County Commissioners of Georgia (ACCG) had been consulted; Kelly said she had not spoken with them that morning but that the substitute vested additional controls in local hands. Committee members moved, seconded and approved the substitute by voice vote.
The committee placed the bill on the calendar under modified structure for further consideration.
