Committee approves rule substitute for ketamine clinic bill, keeps safety requirements

Cooper framed the change as patient-safety focused and said physicians and nursing staff supporting the bill had provided a letter of support. She said nurses and anesthetists had expressed safety concerns similar to physicians, and the substitute includes requirements intended to address those concerns. Committee members moved to accept the rule substitute, a motion was seconded and no opposition was recorded; the substitute was accepted by voice vote.
The committee treated the substitute as a rule change to prepare the bill for floor consideration; committee members did not debate the bill's policy merits at length during the meeting. The committee subsequently placed the bill on the calendar under modified structure for further consideration.
