Paris resident urges action on loose dog; county and city roles clarified

A Paris resident told the Edgar County study session she is concerned about a dog that runs loose daily on South Austin Street, chases cats and acts aggressively toward small dogs.
"I've been sick in the 500 block of South Austin...there seems to be one particular dog that runs every day...he's barking at the cats," said Kathy Ebard, who identified herself and asked the county for guidance.
Andrea, a shelter official, said shelter staff have checked the area multiple times but have not located the dog. She advised calling the city police when the dog is observed because enforcement of leash and containment in incorporated areas falls to the municipality. The meeting record notes the Edgar County lost‑and‑found dogs page is run by a volunteer and is not directly tied to the county shelter.
Board members discussed enforcement limits in unincorporated versus incorporated areas and noted county ordinances generally apply to unincorporated land; cities and villages handle leash laws inside municipal limits. Members asked staff to compile information on nuisance‑animal ordinances from other counties and consider whether deputies should have additional response tools when dealing with roaming animals.
No ordinance change was adopted at the study session; staff agreed to collect comparative ordinance language and frequency data for board review.
