Council approves one-year time extension for 18th/19th/West Summit waterline project; no additional cost

The Evanston City Council unanimously approved Resolution 2307, a change order that extends the completion date for the 18th, 19th and West Summit water replacement project by one year, the clerk read.
Staff explained the extension was necessary because parts such as hydrants had long lead times and the contractor purchased materials only recently. The change order, as described in the meeting, adjusts schedule only and does not increase the contract amount.
Council members asked whether the city would repave full roadways or limit work to shoulder areas and long-term patching; staff replied that the city typically limits excavation to about a third of the pavement and attempts to avoid full road reconstruction unless separately scheduled. Council also discussed that water-line expenses are charged to the city’s enterprise funds while pavement overlays come from the general fund, and that mixing funding sources requires caution.
The council voted to adopt the change order by motion and voice approval. Staff said the materials and on-site verification (including photographs) had been checked before approving the time extension.
