Evanston council awards conduit contract to proceed with Union Center business-park power loop

The Evanston City Council on a voice vote approved awarding a contract and authorizing an agreement to install power conduit through the Union Center business park, a staff member said, to provide looped three-phase power to multiple commercial sites.
Public works staff described the project as a critical infrastructure investment to connect the golf course/clubhouse area through the park to the Clean Energy/Carbon Fiber buildings and to ensure newly proposed developments have adequate electrical service. Staff said the work requires six vaults (each described in the meeting as costly) and that the conduit will allow Rocky Mountain Power to later pull wire and set transformers.
During discussion council members noted the project’s cost but supported moving ahead to keep the city ready for incoming businesses. Staff reported two bids were received; the meeting transcript records the low bid as SCI Inc (local) and a higher bid from Probest Electric. The council voted to award the project to SCI Inc and then approved Resolution 2306, which authorizes execution of an agreement contingent on the contractor providing required bonding and insurance.
Miss Kirby read the resolution and staff said they would not authorize construction mobilization until the city had verified bonding and insurance. The contractor was given an estimated completion date of "end of March" in the meeting.
The council’s action is intended to remove an infrastructure constraint in the Union Center business park and to position the city to accommodate tenants once buildings are under construction. The resolution authorizes the mayor or city designee to execute the contract once pre-award conditions are satisfied.
