The director told the board that state grants such as FRDAP (the Florida Recreation Development Assistance Program, administered by the Florida Department of Environmental Protection) require uniform fees at grant‑funded facilities, which limits where differential pricing can be applied. That constraint factored into recommendations that the community center and select courts retain differential pricing while other grant‑funded facilities would require uniform rates.
Board members discussed several implementation questions: whether to separate basic gym memberships from premium or court‑only passes, how to treat nonresident children, and how membership discounts and daily drop‑in pricing might incentivize regular use. Several members said a simpler structure would be easier to administer and easier for the public to understand.
A board member moved to recommend the simplified differential structure with an added all‑access pass; the motion was seconded and approved by the board. Staff will return to the board in September with refined figures and plans for a proposed launch period tied to third‑party insurance cycles (staff noted many such programs renew on a January‑to‑December schedule).
