Mount Clemens adopts revised 2020–21 budget; transfer to sidewalk fund noted

The Mount Clemens City Commission voted Oct. 5 to adopt the city manager’s recommended revised 2020–21 budget and the general appropriations act.
City Manager Johnson said the revised budget shows a planned use of about $831,000 of fund balance, but clarified that roughly $500,000 of that sum is a transfer to the sidewalk fund to provide working capital so two additional sidewalk districts can be completed in the spring. Johnson said most of the transfer will be repaid as residents pay sidewalk assessments and that the city maintains a strong beginning fund balance (around $7 million), leaving the general fund position healthy.
Commissioner Hammond moved adoption and Commissioner Campbell seconded. The motion passed by roll call; Commissioner Mener recorded a "no" vote.
The budget adoption also continues previously scheduled $500,000 transfers to the OPB trust fund (declining to $180,000 next year under an agreement with the State Treasury), which staff said will produce future savings.
