Commissioners confront water fund shortfall as staff recommend temporary rate increases

County officials told the Trumbull County Board of Commissioners the county’s water funds are under acute pressure and recommended a rate adjustment to avoid service cuts or layoffs.

Officials said rising purchase costs now consume a larger share of the retail rate and that combining multiple water districts masked earlier shortfalls. Ron Watson, identified as superintendent, and county finance staff showed staff analyses and proposed a blended charge aimed to stabilize operations in 2025.

Commissioners pressed for more detail on options, phasing and the distributional impacts of a rate change across different districts and customer classes. One exchange cited an example range of impacts for an average household (the presentation included examples with monthly increases that were discussed in numeric range), and commissioners said they preferred additional meetings with water staff before voting on any change.

Staff recommended a phased or blended approach and offered to meet again with the commissioners to refine the proposal and reduce the burden on the most vulnerable customers. No final vote was taken; commissioners asked staff to produce a clearer estimate of household impacts and a plan to spread increases to lessen short‑term hardship.
