The Group Insurance Commission approved fiscal 2027 dental and vision premiums and voted to retain the municipal administrative fee at 0.25. Commissioners asked for and received enrollment and financial context before unanimous votes.
Cameron McBine told the commission the dental plans for active employees are fully insured, while retiree dental is fully participant funded; retiree dental enrollment on the state side includes 24,963 individual and 20,14 family participants, and municipal retiree enrollment was also provided. Vision coverage is self‑funded and combined active dental/vision contribution tables were presented.
On municipal administration, CFO Jennifer Huitt said the GIC is authorized to charge municipalities up to 1% and recommended maintaining the current 0.25% fee for FY27, the same level as FY26. Staff said FY25 retention from the fee was $2.2 million and projected retention of roughly $2.3 million for FY27; the FY27 budget realigned administrative allocations to reflect growing municipal membership (about 68 enrolling entities as of July 1). Commissioners asked about whether expenses will scale with added municipalities; staff said administrative budget realignment and reallocation of personnel time address that.
Votes: Commissioners moved and seconded the dental and vision rate approval and the municipal fee motion; both motions passed with unanimous affirmative votes among commissioners recording votes. Staff noted one commissioner had technical difficulties but the chair recorded that the motions passed.
Next steps: Staff will continue to onboard municipal partners, host municipal training for later in the month, and monitor administrative capacity as additional municipalities join the GIC.
