Knox County Board approves contracts, payments and appointments in year-end meeting

At its Dec. 22 meeting the Knox County Board approved a slate of contracts, a $210,927.78 payment for the Mary Davis home, a $494,350 service agreement, a $35,000 ARPA payout to Habitat for Humanity, 37 deeds of conveyance, and several other routine actions.
The Knox County Board on Dec. 22 approved several contracts, payments and appointments as part of its regular year-end agenda.
The board approved a continuation-of-service agreement with FA Infrastructure and Environmental LLC for 2026 for $494,350. The packet noted the contract is for professional services; staff said no additional bids were required under the professional-services exemption.
Members approved payment request No. 6 for the Mary Davis home performance contract in the amount of $210,927.78. Board members and staff confirmed the invoice, lien releases and supporting documentation had been reviewed.
The board also approved the remaining ARPA payout to Habitat for Humanity in the amount of $35,000. Officials said the organization had missed some internal follow-up steps but had provided the required documentation in the board packet and would receive the remainder of the approved funds.
Other approvals included a landscape-maintenance agreement with the downtown council for 50 East Main Street at $3,900 annually and the annual motor-fuel tax maintenance resolution for section 26000000-00GM. The board approved 37 deeds of conveyance to return properties to the tax role and accepted claims against Knox County totaling $2,971,647.24 for the Nov. 25–Dec. 22, 2025 period.
The board appointed Marissa Meyer to the Zoning Board of Appeals; members noted she is a lifelong Gailsburg resident who works in real estate and that she introduced herself to the committee. The board also approved a new appointment of Doug Gibb to the Orphium Theater Board and read and adopted a proclamation honoring Abigail (Abby) Small, a Gailsburg/Knox County 911 dispatcher who died Dec. 14, 2025.
Most motions carried on roll call votes noted in the packet; where roll-call counts were provided the votes were unanimous or near-unanimous as recorded in the meeting transcript. The board set its next regular meeting for Jan. 28, 2026.
The board tabled one infrastructure bid item to allow the committee to revisit the public-bid process and ensure compliance with statutory public-letting requirements.
