Advisory council outlines MOLST 2.0 components and hopes for summer rollout, but declines firm deadline

Barbara Cass, senior advisor to the commissioner at the Department of Public Health for long-term care, told the MOLST Advisory Council that the agency is preparing a multi-component MOLST 2.0 package but would not give a firm launch date.
"I am not willing to provide a hard date," Cass said, urging patience while staff finish form, policy, website and training elements. Council staffer Melia said she was "feeling really optimistic" that work under her responsibility could be completed by June and asked members who have not recorded training slides to reach out this week so the communications and production teams can finish video editing.
The council was briefed that MOLST 2.0 has four principal elements: a revised paper form, updated policies and procedures, a website (with FAQs), and recorded training. DPH staff said the agency is pursuing a "digital-first" legislative approach that, if approved by the legislature, would allow the form to be embedded directly on the Department's website.
Members pressed for clarity on the timeline if a bill enabling a digital form clears the legislature. DPH staff said a passed bill would include an effective date and that embedding a digital form in the website could be completed in the same summer if the law permits.
Council members and staff agreed on production priorities: finish slide recordings, finalize a webpage design submitted to communications, and mark drafts clearly as "working products" during trainings and previews to external groups.
Next steps: staff will continue production work, follow up individually with members who still need to supply slides, and circulate any finalized training and website drafts when ready. DPH said it will share bill language and hearing dates when available.
