Kelly’s planned remarks will cover legislation that could remove the state income tax and the resulting shift in revenue tools available to cities, including an increased reliance on sales taxes. A commission member summarized the stakes this way: "It would completely change resources and what's in our toolbox as far as the city's concerned." The discussion will include time for local business questions and public comment.
