Trumbull County accepts $1.75M jail roof grant, pauses overweight permits and approves multiple small contracts

Commissioners thanked Sheriff Mike Wilson and jail administrator David Bobby for securing the grant.
Overweight hauling permits: The Trumbull County engineer submitted a letter announcing an immediate temporary cessation of issuing overweight hauling permits because of frost-related road damage risk. The moratorium runs until the subbase stabilizes and roads dry — permits may resume after April 30, 2026 — and the engineer may grant permits during the period at discretion with conditions: a $100 permit fee plus a $50,000 bond and $1 million limited liability insurance naming Trumbull County as additional insured.
Contracts and purchases: Commissioners approved an ODOT agreement modification (No. 38781-2) adding $19,300 for design/pre-bid work and revising a contract total to $455,928; hired Timothy Burgoff to prepare the 2025 self-insurance actuary report for $1,500 and authorized President Tony Bernard to execute the agreement; approved two in-bed salt spreader boxes from Gringanger at $5,978.38 each (total $12,125.76) with 75% reimbursement through a BWC grant (county net $3,031.34, corrected from the readback); designated a list of professional design firms as pre-qualified under OC153.68 for projects with estimated design fees under $50,000; and approved the termination of a probationary telecommunicator, Amanda Moore, effective immediately.
Public comment and community notes: A Lake to River Economic Development representative commended the board’s action on the Charles Manufacturing abatement. Commissioner remarks included recognition of ARPA-funded ambulance purchases provided to local volunteer departments.
What’s next: The county will proceed with grant implementation for the jail roof, follow the county engineer’s guidance on overweight permits and carry out the approved contracts and purchases. The board adjourned and scheduled its next meetings in March.
