On the consent agenda the council approved a citywide leadership training contract that drew questions over its cost. Alder Graine asked why the city was choosing a higher-priced vendor for item 14. City Administrator Casey Bradley and the Police Chief said the program includes six individual coaching sessions per participant, group sessions, and materials intended to produce organizational culture change; train‑the‑trainer components will allow internal staff to continue training.
The Police Chief noted his familiarity with the material and said departments across Wisconsin have used the program with success. Alder Prella acknowledged the high price tag but called the investment worthwhile and said the council should evaluate outcomes in about a year.
Council approved the consent agenda, including this contract, by roll call.
