Shenandoah council approves budget amendments, meeting time change and multiple resolutions

Budget amendments: Council approved amendments for the 2023–24 fiscal year to true up extraordinary spending and improve audit transparency. The amendments covered the general fund and water/sewer enterprise funds; council members said the adjustments reflect previously approved items.
Meeting time: Council voted to start regular meetings at 6:00 p.m. going forward to align with Planning & Zoning and boost public attendance; members discussed sequencing with Municipal Development District (MDD) meetings so MDD could meet briefly first.
Appointments: Council nominated and confirmed Councilman Frank Robinson as the city’s representative to the Houston-Galveston Area Council (HGAC) General Assembly, with Councilman Raymaker as alternate.
Employee retirement: The council adopted a resolution to modernize the supplemental retirement plan (MissionSquare), aligning distribution age and loan provisions with TMRS rules (allowing distributions at 59½ and permitting loans and a one-time distribution for birth or adoption).
TikTok policy: To comply with Texas Senate Bill 1863, council adopted a covered-applications policy targeting TikTok on city devices; staff said the state provided a model resolution and the city must adopt restrictions by Nov. 20. The resolution includes a carve-out for authorized law-enforcement use.
Equipment purchases and finance items: Council approved purchasing one mobile radio and four handheld radios from the equipment-replacement fund and ratified accounts payable for September. The council also approved minutes for Aug. 14 and Aug. 28.
Most motions were approved by voice vote; where recorded tallies were given the minutes reflect approval. Council did not set aside any of these items for further study at the meeting.
