Council approves ARPA reallocation for Tamina utilities, several resolutions; meeting includes multiple routine approvals

At its Dec. 11 meeting, the Shenandoah City Council approved a set of routine and project-specific measures, including an engineering amendment for the Tamina West utilities project and a resolution designating ARPA funds to water and sewer improvements.
Engineering amendment and construction administration: Council approved an amendment to the city’s engineering contract (Bile Engineering) to add construction-phase services, including plumbing coordination and on-site construction administration. The amendment was read on the record as increasing the contract by an amount that the presenter described on the dais as roughly $18,000; council voted to approve the amendment by motion.
ARPA reallocation and county support for Tamina utilities: Council considered a resolution authorizing the expenditure of American Rescue Plan Act (ARPA) funds to support water and sewer infrastructure. Montgomery County budget staff (Amanda Carter) reported that the county approved an additional $1.1 million in ARPA funding to help close a known gap in the interlocal Tamina utilities project; commissioners approved the allocation unanimously at their meeting. Council approved the city resolution to reassign ARPA funds for the Tamina utilities improvements and directed staff to finalize an updated interlocal agreement with the county.
Other votes and routine business: The council reappointed two members to the Planning & Zoning Commission, adopted a resolution opposing the proposed Grogan’s Mill Road widening (motion carried 4–1), designated the City Secretary as records management officer, authorized bank signers for city accounts, approved past meeting minutes and ratified accounts payable for November 2024. A proposed resolution adopting official city holidays was tabled for further review to reconcile holiday scheduling and staffing for Veterans Day programming.
What’s next: Staff will prepare the interlocal agreement updates and return contract numbers and final arithmetics for the Tamina project; agenda reports will follow for any required appropriation adjustments.
