Council seeks clearer rules for adding names to Veterans Point, considers veterans committee

Shenandoah City Council on Dec. 11 debated how the city should manage additions to the Veterans Point memorial and whether eligibility should be limited to residents within city limits and the extraterritorial jurisdiction (ETJ).

The council’s item sponsor said the application language on the city website appears to restrict names to veterans who "have lived or currently live in Shenandoah or the ETJ," and urged clearer policy language and an outreach plan so families who wish to honor loved ones understand eligibility. He proposed forming a standing veterans committee to set procedures and timing for adding names and to plan yearly Veterans Day programming.

City staff said the original design intent — and the funding justification used with the Convention and Visitors Bureau — focused recognition on Shenandoah residents; staff recommended consulting the veterans who helped design the memorial before changing eligibility. Councilmembers discussed logistics: plaques require removing a section of the wall to add names (so additions cannot be made continuously), and municipal holidays and staffing need consideration if ceremonies are scheduled on Veterans Day.

Council also discussed leveraging the CVB to host traveling exhibits such as the Vietnam Veterans Traveling Memorial to increase visitation and tourism. Several members emphasized creating a written policy (likely by resolution) that would set the cadence for adding names (for example, annually or semiannually), delegate timing to the city administrator, and establish a committee to coordinate events and plaque logistics.

What’s next: Council asked staff to clarify application language on the website, consult the veterans committee about eligibility and frequency, and return with a recommended policy and procedure for name additions and event coordination.
