Needham sustainability staff report $1M solar/heat-pump grant bid, EV rebates and a $192,000 ear-mark for stormwater work

At the March 2 Climate Action Committee meeting, Needham’s sustainability manager updated the committee on a series of grant and outreach developments.

Staff reported that the town amended an application to the state Climate Leader Communities program to include air-source heat-pump conversion and level-three charging at the Jack Cogwell Building and requested a full grant of $1 million after the state invited an amended proposal. "We requested the full million dollars," the presenter said, noting the invitation to expand the project was an encouraging sign from the program.

On electric-vehicle procurement, staff said the town finally received EV tax-credit reimbursements for six municipal vehicles that had been applied for in November 2024; the payments included modest interest after the delay. Staff also reported a $192,000 congressional earmark secured through a member of Congress for stormwater control measures dispersed around town; project locations and implementation schedules are still being determined in coordination with the congressional office and town departments.

Separately, the committee discussed outreach and public engagement: the EV working group is recruiting owners for demonstration events and the library-hosted fix-it clinic scheduled for April 11, and staff are preparing brief social-media and poster materials to publicize events and available state incentives. The sustainability manager also said the town will begin monthly sustainability office hours at the library to provide drop-in information to residents.

Committee members welcomed the funding progress and encouraged staff to coordinate communications and volunteer recruitment for April events.
