Palmyra board approves amended minutes, cancels stale checks and OKs recurring facility use for senior housing

At its March 3 meeting, the Palmyra town board handled a string of administrative and community requests.
A motion to approve amended minutes for Oct. 9, 2025 passed after discussion; the roll call was two in favor and one abstention (a board member abstained because they were not at the original meeting). The board and attorney reviewed missing pages from the fiscal plan and said missing pages would be re-filed to restore the town’s record.
Julie Norman, president and CEO of the Heritage County Community Foundation, asked the board to sign a previously adopted annexation ordinance (recorded as ordinance 2025 T014) and provide a missing signed copy and fiscal-plan page for county filing. The attorney confirmed the prior adoption is reflected in records and the board agreed to sign the missing paperwork so the county has complete documentation.
Blue River Services housing director Suman Strat asked the board to allow the senior apartment complex (44 units) monthly use of the town facility at no charge for resident events. The board voted unanimously to allow pre-arranged monthly events, delegating scheduling approvals to the town board president to avoid repeated votes.
The council adopted two ordinances to cancel old, uncashed checks: the minutes list outstanding general-fund checks totaling $45,857 and an unclear figure listed for the water department checks in the record; both cancellation ordinances (2026 TO2 and 2026 W3) passed unanimously. The board also reported completion of office renovations and introduced Josh Cole as the permanent town marshal (the hire had been completed previously in executive session).
Public-comment items included a resident’s request for easier access to the town minutes; staff said minutes are available at town hall and on the state website and that the records binder is not always in strict order.
Next steps: staff will file missing minutes/pages as needed, provide requested copies to residents on request, and the signed annexation paperwork will be forwarded to the county for final processing.
