Board approves targeted improvement plan for McCarter Elementary to access state supports

The CARROLLTON-FARMERS BRANCH ISD board voted on March 5 to approve a targeted improvement plan (TIP) for McCarter Elementary, a campus identified this year for additional targeted supports under state and federal accountability rules.
Dr. Julian, presenting the TIP, said the campus completed a needs assessment, has exceeded stakeholder engagement requirements, and has partnered with Relay GSSE to strengthen instructional leadership and observation-feedback cycles. The presentation cited 871 classroom visits logged in the campus observation tracker as of February and described multi-tiered coaching frequency so new or struggling teachers receive weekly feedback while more experienced teachers receive at least monthly support.
The TIP uses HMH for reading and Investigations for math as core curricula, and employs platforms such as Branching Minds, Progress Learning and MAP assessments for progress monitoring and targeted interventions. Dr. Julian said the plan is a TEA-mandated blueprint that also allows the campus to access state resources and targeted support networks.
Board members praised campus staff and leadership, and the board approved the TIP by unanimous vote so the campus may move forward with the outlined strategies and state-required compliance steps.
What's next: administration will continue quarterly nine-week data reviews and report progress to the district team; the TIP must be monitored and revised as data indicate.
