The Port Angeles City Council voted unanimously March 3 to adopt updated rules and procedures governing hearings before the city’s independent hearing examiner.
Deputy Director Goings said the amendments, requested by the hearing examiner, are procedural and intended to improve clarity and predictability. Key changes formalize that electronic audio/video recordings serve as the official hearing record; require staff to document the date an application was determined complete; refine written decision timelines; and set limited circumstances and a 10‑calendar‑day petition window to ask the examiner to reopen a hearing when new evidence becomes available.
Council members asked for clarifications about provisions that extend the hearing examiner’s decision timeline from 10 to 30 working days in complex cases. Staff explained the longer timeline reflects the request of the hearing examiner to allow additional time for thorough analysis when cases involve complex evidence and research.
Council member Latricia moved adoption of the resolution; the motion passed unanimously. Council and staff said the updates were intended to align administrative practice with state law and reduce ambiguity for applicants and appellants.
The resolution will be incorporated into the city’s administrative code; staff said scrivener errors and formatting will be corrected prior to final publication.
