Council holds first readings for water-main bids and opioid settlement; auditor reports escrow for fire-damaged property

At the meeting the council conducted first readings on two resolutions and received administrative reports.
The law director presented a resolution authorizing the safety service director to solicit bids for water-main replacement projects on Green Street, Ark Avenue, Marian Drive and Chipoah Drive. Council members said they would only consider the first reading at this meeting because of the number of people present; formal adoption would occur at a later session.
A second resolution presented on first reading would accept the material terms of the Ohio Purdue opioid settlement and authorize the city solicitor or safety service director to execute related agreements. The law director said the city does not yet know its specific settlement amount because the statewide aggregation of participating entities must be completed first.
Auditor Mrs. Davis reported opening an escrow account under Ohio Revised Code requirements for a property damaged by fire at 2011 Harrison; funds will be held until repairs are completed.
Council also noted a ribbon-cutting scheduled for the Greenville Alumni Stadium on Friday and directed staff to return with needed documents and next steps for the water-main bidding process and settlement paperwork.
