Greenville council adopts temporary appropriations, supplemental spending and a package of seven measures

Greenville City Council on Dec. 16 adopted a package of ordinances and resolutions to keep city operations and capital projects moving into the new year.
The council approved a temporary appropriations ordinance that allows the city to pay expenses for 2026 through March 31 while final annual appropriations are prepared. Auditor Mrs. Davis said the temporary measure lists wages and a CIP line so the city can make immediate payments tied to ongoing projects.
Council also approved a supplemental ordinance adding several appropriations for the 2025 fiscal year. Mrs. Davis told council the supplemental transfers include a $500,000 transfer into capital improvements for Schwitzer Street, $422,222.88 for Water Tower East/Industrial Park, $246,651.68 for wastewater treatment plant solids-handling improvements, and $1,200 for fire/EMS equipment to be reimbursed by an Ohio Division of EMS grant.
Other adopted measures included a resolution to dispose of a damaged 2014 Ford transit bus via GovDeals, authorization for the safety service director to contract with Lake County Sewer Co., Inc. for manhole rehabilitation and a separate chimney-sealing program, and formal adoption of the City of Greenville 2025 Comprehensive Plan.
All seven items passed on roll-call votes with affirmative votes recorded for the full council in each instance.

Council President Schmidt closed the meeting after council members exchanged holiday greetings and brief community updates. The council also set a committee-of-the-whole meeting for Jan. 13 to review the final budget ahead of the anticipated Jan. 20 budget vote.
