Commissioners approve bridge contracts, election services, health‑department lease and grant applications

County Highway: staff requested awards and the board approved the disc bearing contract for Bridge 119 to RJ Watson Inc. in the amount of $229,232; the board also approved other contract items related to beam production and a VS Engineering addendum adding $28,000 for geotechnical and construction‑phase services.
Election services: commissioners discussed and approved an election services agreement with MicroVote estimated up to $58,640 for the primary and general elections (an up‑to amount that varies by machine use). Julie from the Election staff explained MicroVote’s services include adding paper VVPAT to voting machines, training, and e‑pollbook servicing; commissioners also ratified a maintenance agreement up to $15,000 previously approved by the Election Board.
Health/Public safety: the Health Department requested continuation of the Recovery Cafe (the Hive) lease on a month‑to‑month basis at $4,000 per month funded from an RF1 opioid settlement line item; the board approved the continuation. The board also approved an addendum to the county’s master services agreement with an alcohol monitoring vendor that provides an $850/month credit toward electronic monitoring services.
Grants: the board granted permission to apply for Victims of Crime Act funds for the prosecutor’s office and CASA, permission for the Health Department to apply for STI prevention funding, accepted the 2025 EMPG salary award from the Indiana Department of Homeland Security in the amount of $69,827.63, and accepted a $30,000 award from the Indiana Geographic Information Office for GIS updates.
Tax sale: the board approved an addendum to tax sale services with SRRI and announced the certificate tax sale scheduled for April 23 at 10:00 a.m. with six properties listed.
Next steps: staff will proceed with contract execution, finalize MicroVote service details with the Elections Board, and implement grant acceptance and reporting as required by funding agencies.
